UN supports Afghanistan-Turkmenistan-Azerbaijan transit corridor project Bishkek, March 19, 2018 /Kabar/. A resolution has been unanimously adopted on supporting international efforts to assist Afghanistan at the next meeting of the UN Security Council, Turkmen President Gurbanguly Berdimuhamedov said in his message on this issue, reports Trend news agency.

S&P revises outlook on Kazakhstan Bishkek, March 19, 2018 /Kabar/. S&P Global Ratings affirmed its 'BBB-/A-3' long- and short-term foreign and local currency sovereign ratings on Kazakhstan. The outlook is stable, reports Trend news agency.

Despite the deterioration in Kazakhstan's fiscal and external balance sheets following the freezing of $22.6 billion (13 percent of 2018 GDP) in the accounts of the National Fund of the Republic of Kazakhstan (NFRK), the agency expects Kazakhstan to remain in relatively strong net general government debt stock and net external asset positions on average through to 2021.

“We assume that the nearly 20 percent of GDP remaining in the NFRK will not be affected by the ongoing dispute with external investors. We estimate that the government's liquid assets will largely offset its liabilities over 2018-2021,” S&P said in a message.

The agency’s ratings on Kazakhstan remain supported by the government's still relatively strong balance sheet, built on past budgetary surpluses accumulated in the NFRK during the era of high commodity prices. Kazakhstan's liquid external assets exceeding external debt to 2021 also support the ratings.

“The ratings remain constrained by our view that future policy responses may be difficult to predict given the highly centralized political environment; Kazakhstan's moderate level of economic wealth; and remaining challenges to monetary policy credibility, such as our perception that central bank independence is limited,” the message said.

The Parliamentary Council of Tajikistan has discussed an agreement with Uzbekistan that allows a visa-free stay for citizens of both countries for a period of up to 30 days, reports Trend news agency with the reference to TajikTA.

"The lower house of the Parliament has today considered the agreement between the governments of Tajikistan and Uzbekistan on reciprocal visa-free travel of citizens. The deal was signed during the state visit of Uzbek President Shavkat Mirziyoyev to Tajikistan on March 9,2018," the Parliament said.

Ratification of the agreement will be considered at the next session of the Tajik Parliament, which will be held on March 19, 2018.

South Korea’s capital to move to new brain and heart of Korea Bishkek, March 19, 2018 / Kabar/. A new administrative capital city of South Korea is being constructed in 120 kilometers away from the current capital city of Seoul.

Moreover, Sejong city wants to become one of the “Top 10 Cultural Cities” of Korea.

He expressed the hope that the National Assembly and the Supreme Court are also relocated to Sejong city.

The author of the idea to relocate the administrative capital is former President Roh Moo-hyun, who sought to relocate the national capital of South Korea from the metropolitan city of Seoul to a new multifunctional administrative city in the centre of the country. The goal was to reduce the influence and dominance of Seoul on national governance and economics, whilst promoting the regional development of other areas of the country.

This is not the first relocation of administrative capital in the world; this is not a unique phenomenon, and even quite common. The capitals are relocated for various geographic, strategic, and sometimes even more peculiar reasons.

There are many examples of that: Kazakhstan’s Astana, Malaysia’s Putra Jaya, Turkey’s Ankara and many others.

Don’t underestimate US tariff’s spillover effect on Chinese politics By Hu Zexi from People’s Daily

It is even worse than a protectionist tariff and has been announced at the wrong time. The latest steel and aluminum tariffs White House announced Thursday came at an important moment for China — the Two Sessions. As a result, this controversial move has stirred up controversy among China’s lawmakers and the public. On politically sensitive issues like trade, too much public attention is not necessarily a good thing.

In remarks before signing the proclamations, President Trump tried to make it clear that the move is not only economic, but also political. Such rhetoric is useless as no one would fail to understand the real intention of the move. A senior loan of up to KZT 12 billion (up to €31 million equivalent) will help MREK finance its investment programme until 2020. As part of the government's strategic programme of privatising the state utility JSC "Samruk-Energy", MREK was recently acquired by Kazakhstan Utility Systems (KKS), a privately-owned company that operates in electricity and heat generation, distribution and supply.

It is expected that the EBRD's loan will be supported by a US$ 5.3 million loan from the Green Climate Fund (GCF). This portion will be spent on preparing the electricity grid to integrate renewable energy from future generating facilities, several of which are currently being planned in the region.

The EBRD loan will help finance MREK's priority investments, up to 40 subprojects, which include modernisation of the existing substations and distribution lines, the construction of new power lines, and the installation of Supervisory Control And Data Acquisition systems (SCADA) and modern automatic control systems.

MREK's network capacity, efficiency and reliability will be significantly improved and will allow for a smooth integration of renewables into the grid.

Nabi Aitzhanov, CEO of KKS and Chairman of the Board of Directors of MREK, added: "KKS is pleased to sign the first transaction with the EBRD and views this project as an important first step that unlocks huge potential for our cooperation in the future."

Once implemented, the project will help MREK achieve greater efficiency and reduce energy losses, resulting in the reduction of CO2 emissions by 11,670 tonnes per year.

The loan will be the fourth sub-project under the Kazakhstan Renewables Framework established by the Bank in 2016. The EBRD is the largest financier of renewable energy in Kazakhstan.

To date, the EBRD has invested over US$ 8.7 billion in the economy of Kazakhstan.

West should open its mind to Chinese investment overseas by Xinhua writer Liang Junqian

BEIJING, March 16 (Xinhua) -- Earlier this week, U.S. President Donald Trump blocked Singapore-based chipmaker Broadcom's proposed acquisition of its U.S. peer Qualcomm under the pretext of protecting national security.

Though China has nothing to do with the deal, the country has again been used as an excuse to scuttle the merger. Advising Trump to block the deal, the U.S. Committee on Foreign Investment (CFIUS), an inter-agency tasked with reviewing foreign investments in the country, said if the deal was approved, China's telecommunication firms could displace Qualcomm as the leaders in developing the upcoming 5G standard mobile network.

It is yet another instance of the U.S. government issuing such a far-fetched warning against Chinese businesses. In January, CFIUS disapproved a deal between Ant Financial, an affiliate of China's e-commerce giant Alibaba, and MoneyGram International "for potential national security threats."

Washington is not alone in using such protectionist measures to scrutinize or kill foreign investment attempts, particularly those from China, based on groundless suspicions and a Cold War zero-sum mentality. Some European countries have also rejected Chinese investments from time to time over similar arguments.

The alarming anti-China trends in the West reflect the fact that as more Chinese enterprises begin to expand overseas, some in the Western world are neither ready nor at ease.

Those who harbor concerns over China's flourishing global investment view its rise as a "you-win-I-lose" situation, fearing their technological and industrial edges would be lost if Chinese companies invest in their countries.

However, the truth is that Chinese investments overseas have always stressed win-win cooperation, and have brought tangible benefits to business partners and local populations.

Chinese automaker Geely's takeover of Swedish Volvo Cars is a stellar example. In 2017, Volvo reported a 27.7-percent increase in operating profit, earning a record 1.8 billion U.S. dollars. The company, which was struggling when Geely took over eight years ago, is now thriving.

The China-proposed Belt and Road Initiative (BRI) has now become a major platform on which Chinese firms and global partners can share the benefits that China's development can offer.

According to the Chinese Ministry of Commerce, under BRI, Chinese enterprises have invested more than 60 billion dollars. They have helped build 75 economic and trade cooperation zones in 24 countries, generating over 2.21 billion dollars of taxes and creating 209,000 local jobs.

As China seeks to restructure its economy and focuses increasingly on a quality-oriented and consumption-driven growth model, countries worldwide can expect more business opportunities.

Also, Beijing is stepping up efforts to encourage foreign investments. In the government work report delivered at the ongoing annual session of China's top legislative body, Chinese Premier Li Keqiang said overseas investors will be granted tax deferral for the reinvestment of profit made in China. Also, the procedures for setting up foreign-invested enterprises in China will be simplified.

In the face of the Chinese investment boom, policymakers in the West should be open-minded. Because in an age of increasing global economic interconnectedness, a shutting-the-door approach would always cause more harm than good to the economic interests of all parties concerned.

The AG600 project was approved in June 2009 and its assembly was finished in July 2016, according to the report.

The new aircraft will exhibit in November at the 12th China International Aviation and Aerospace Exhibition in Zhuhai, South China's Guangdong Province, Global Times reporter learned.

All aircraft developed by China in the last two decades that are permitted to be seen in public will be exhibiting at Zhuhai.

With a maximum take-off weight of 53.5 tons and a top cruising speed of 500 kilometers per hour, the AG600 can stay aloft 12 hours.

The AG600 is the third member of China's large aircraft family following the freighter Y-20 and passenger aircraft C919, which made maiden flights in 2013 and 2017.

The Y-20 entered service with China's air force in July 2016.
